Mike,
I have a HP-432 power meter and sensors that cover that frequency range.   I do not have a frequency counter (or divider/prescaler) that go up that high, but I do have a "Frequency Meter" that has waveguide input and output (you read the peak or dip with a power meter as you tune the meter).  I'm not sure what range my meter covers, so I'll have to look when I get home, it may not cover 9GHz.  The frequency meter does not give an exact frequency like a frequency counter does.
If you think you know the frequency it's operating at right now, you can connect it to the LO port on a double balanced,mixer and connect the IF port of the mixer to a VHF/UHF radio, and then use another radio to tx into a diode to generate a signal for the RF port, to see if it mixes to the right frequency at your IF.  I've done that before to see if I was mixing a 10368MHz signal down to the right IF (I use my Icom IC-t81 HT at 1296MHz to hit a diode to generate a harmonic at 10368MHz).  I have heard a rumor that some Baofeng HTs generate harmonics that can be heard at 10GHz, without any extra diode on the output.......  I need to test that sometime.

I recently purchased what I think will become the LO for my homebrew 10ghz station. A Stellex yig oscillator (8-10ghz) and PLL synth (2-12ghz). Here is an excellent page detailing the stellex yig and synth: http://www.thegleam.com/ke5fx/stellex.htm It should arrive sometime next week and I am looking for someone who has the test equipment to tell me whether it is working or not (freq out and power out).  According to the eBay page, it is currently pre-programmed with a center frequency of 9GHz.  Once it's tested then I'll be building the interface to move it to 9.936GHz and, a bit later, perform the modifications to use an external clock and raise the output as detailed on the ke5fx notes.  Thanks,MikeW6RP
