[Mich VHF UHF Society] RF Attenuator

I recently picked up an old MMT 1296-144 transverter.  This particular
transverter takes a maximum of 300mW input.  I am currently unable to test
it since the lowest output on my radio is 1W.  I am looking for tips,
equations, etc on how to design and build an attenuator to both test and,
if it works, eventually use this transverter.
