[Mich VHF UHF Society] SWR and stacking

I have a set of 2m and 70cm stacked omnis that need to be tuned for better
Ser.

I am wondering how I should try setting them for best swr.

The 70cm set got dropped and bent some. One omni I can get down to 1.84 the
other no matter what I do won't go below 2.85. The 2m set tune down to 1.5
nicely seperately and with the harness.

My question is should I be trying to tune them seperately or through the
harness?

Both sets were bought a few years ago from a ham in Owosso that I have
since last any contact information for.

Any help would be appreciated.
